February 14, 2008 Meeting: Lloyd Daugherty, Chairman of the Tennessee Conservative Union


The Farragut (and Concord) Republican Club is honored to have as its February's speaker, Lloyd Daugherty, Chairman of the Tennessee Conservative Union and past Host of "The Voice", the region's only comprehensive radio show about political and community issues. Lloyd is going to give his perspectives on the recent election, of issues that matter to conservatives, and about recent and future Tennessee Conservative Union activities.

For over twenty years, Lloyd Daugherty has served as Chairman of the Tennessee Conservative Union. He brings a wealth of political experience as host of “The Voice,” having served as:

· Southern Field Director for Citizens for Reagan in 1980

· Campaign Director for Southerners for Reagan in 1984

· Senior Consultant for the presidential campaigns of Bush-Quayle and Phil Gramm

· Senior Advisor for Jack Kemp’s presidential campaign

· Served as Grassroots Director for the Tennessee anti-state income tax campaign “Ax the Tax”

· Provided voice-over for President George H. Bush sportsman’s video shown at the Republican National Convention

· Political analyst for the “Carl Werner” radio show

· Host of “On the Line” radio show, a nighttime political call-in show 1985-1987

For eighteen years Mr. Lloyd Daugherty has also hosted the Dixie Angler Radio Network, as a show about fishing, travel and the outdoors. Heard on over 5O stations throughout 80% of the South, The Dixie Angler is among the most awarded programs in the world of outdoor communications.

Farragut Republican Club Holds February Meeting

Lloyd Daughtery, radio talk show host, Chairman of the Tennessee Conservative Union, and political consultant spoke to the Farragut Republican Club on 2-14-08. Lloyd told the group he was hoping to see the Republicans return to their conservative roots. He defined being conservative as:

1. Sovereignty—keeping control of our borders by knowing who is coming in and who is going out. 2. Returning to the Constitution as our guide. 3. Giving citizens liberty—which also means freedom to fail. 4. Keeping taxes as low as possible and cutting spending, and 5. Remembering that individuals matter, and, 6. Keeping a strong military, and being patriotic.

Foster Arnett, Richard Briggs, Sherry Witt, and Phil Ballard, four of the candidates who recently won their races, were on hand to thank the group for their support and votes. Bill Johns is the president of the club which meets at the Gondolier Italian Pizzeria on West End Road in Farragut.

ASPA Code of Ethics

From the discussion from last night, here is again (see August 2006) the STANDARD for ethics for public administration from The American Society for Public Administration:



ASPA Code of Ethics

I. Serve the Public Interest
Serve the public, beyond serving oneself. ASPA members are committed to:

  1. Exercise discretionary authority to promote the public interest.
  2. Oppose all forms of discrimination and harassment, and promote affirmative action.
  3. Recognize and support the public's right to know the public's business.
  4. Involve citizens in policy decision-making.
  5. Exercise compassion, benevolence, fairness and optimism.
  6. Respond to the public in ways that are complete, clear, and easy to understand.
  7. Assist citizens in their dealings with government.
  8. Be prepared to make decisions that may not be popular.

II. Respect the Constitution and the Law
Respect, support, and study government constitutions and laws that define responsibilities of public agencies, employees, and all citizens. ASPA members are committed to:

  1. Understand and apply legislation and regulations relevant to their professional role.
  2. Work to improve and change laws and policies that are counterproductive or obsolete.
  3. Eliminate unlawful discrimination.
  4. Prevent all forms of mismanagement of public funds by establishing and maintaining strong fiscal and management controls, and by supporting audits and investigative activities.
  5. Respect and protect privileged information.
  6. Encourage and facilitate legitimate dissent activities in government and protect the whistleblowing rights of public employees.
  7. Promote constitutional principles of equality, fairness, representativeness, responsiveness and due process in protecting citizens' rights.

III. Demonstrate Personal Integrity
Demonstrate the highest standards in all activities to inspire public confidence and trust in public service. ASPA members are committed to:

  1. Maintain truthfulness and honesty and to not compromise them for advancement, honor, or personal gain.
  2. Ensure that others receive credit for their work and contributions.
  3. Zealously guard against conflict of interest or its appearance: e.g., nepotism, improper outside employment, misuse of public resources or the acceptance of gifts.
  4. Respect superiors, subordinates, colleagues and the public.
  5. Take responsibility for their own errors.
  6. Conduct official acts without partisanship.

IV. Promote Ethical Organizations
Strengthen organizational capabilities to apply ethics, efficiency and effectiveness in serving the public. ASPA members are committed to:

  1. Enhance organizational capacity for open communication, creativity, and dedication.
  2. Subordinate institutional loyalties to the public good.
  3. Establish procedures that promote ethical behavior and hold individuals and organizations accountable for their conduct.
  4. Provide organization members with an administrative means for dissent, assurance of due process and safeguards against reprisal.
  5. Promote merit principles that protect against arbitrary and capricious actions.
  6. Promote organizational accountability through appropriate controls and procedures.
  7. Encourage organizations to adopt, distribute, and periodically review a code of ethics as a living document.

V. Strive for Professional Excellence
Strengthen individual capabilities and encourage the professional development of others. ASPA members are committed to:

  1. Provide support and encouragement to upgrade competence.
  2. Accept as a personal duty the responsibility to keep up to date on emerging issues and potential problems.
  3. Encourage others, throughout their careers, to participate in professional activities and associations.
  4. Allocate time to meet with students and provide a bridge between classroom studies and the realities of public service.

January 10, 2008 Meeting: John Owings, Scott Moore, and Fred Sisk

The January 10th meeting (special meeting due to upcoming elections) will have as speakers: John Owings, Candidate for Knox County Law Director (and current incumbent); Scott Moore, Candidate for Knox County Clerk; and Fred Sisk, Candidate for Knox County Trustee.




Mr. John Owings, J.D.

On September 1, 2006, Mr. Owings was elected by the Commission of Knox County to serve the remainder of my predecessor’s four (4) year term of office – through August 31, 2008.

The Knox County Law Director is an elected official of Knox County. As law director, Mr. Owings is charged with executing and administering all of the legal affairs of the County, including litigation, drafting of contracts or other documents, instruments and papers, the investigation of titles, and to advise and counsel County officials and the Commission on all legal matters affecting their respective offices.

Mr. Owings has a staff of seventeen (17), including seven (7) attorneys, a certified paralegal, and an investigator. Previously, Mr. Owings served as the Chief Deputy Law Director for 16 years. Mr. Owings is a resident of Farragut and he and his wife has two sons.




Mr. Scott Moore

Scott Moore was elected to the Knox County Commission in 2002, accomplishing a remarkable political feat in toppling Commission Chairman Leo Cooper in the Republican primary.

Commissioner Moore's youthful zest and enthusiasm for improved communication and economic development sent a strong message throughout the Seventh District.

Scott Moore brings unique experience to the Knox County Commission, having been a sergeant with the Sheriff's Department for fourteen years, as well as being a successful businessman. Commissioner Moore left the Sheriff's Department to concentrate on his business, Moore Properties, which specializes in apartment complexes and vacation condos.

In September of 2004, Commissioner Moore was elected by his colleagues to serve as Chairman of the full Knox County Commission. Commissioner Moore presently serves on the Intergovernmental Committee. He is also a member of the Knox County Board of Zoning Appeals.

Scott Moore is the son of Ernest and Margaret Haynes Moore. Commissioner Moore is a life-long resident of the Halls community; his grandparents, Raymond and Maude Haynes were among the earliest settlers in the Halls community. Commissioner Moore has two sisters, Debbie Heck and Connie Craft.

Commissioner Moore has been involved in the community and political issues for sometime, serving as President of the Halls Republican Club, and an active member of both the Fountain City Republican Club and the Young Republican Club. Commissioner Moore is also the Chairman of the Halls Republican Precinct Committee, and a Vice Chairman of the Knox County Republican Party.

Commissioner Moore attended Knox County public schools and graduated from Halls High School and the Tennessee Law Enforcement Training Academy.

Scott Moore is married to the former Lorie Tipton. Commissioner and Mrs. Moore have two children, Weston and Brooke. The Moores are active members of the Halls Christian Church.




Mr. Fred Sisk

Fred Sisk began in Knox County Government career in 1989 as an Administrative Clerk in the Knox County Trustee's office. In 1994, Mr. Sisk was promoted to Chief Deputy and oversaw major initiatives in budgeting, information technology, and operations in the Trustee's office. Recently, Fred Sisk became the Knox County Trustee.

Mr. Sisk holds a Bachelor of Science degree in Business Administration from the University of Mississippi. He is quite active in First Baptist Concord Church and its youth programs.
